An announcement was made today that three New York casino licenses have been awarded by the Gaming Facility Location Board.
Sixteen applications were submitted for four available gaming licenses. However, the board decided against awarding the fourth license in order to prevent a saturated casino market.
Seneca, Sullivan, and Schenectady counties were selected as locations by the board. They are each economically distressed areas.
Finger Lakes town of Tyre is located in Seneca County. Lago Resort & Casino will build a $425 gaming facility and operate 2,000 slot machines.
The town of Thompson is in the Catskills mountains, part of Sullivan County. The Montreign Resort Casino will be developed at the old Concord hotel. When completed, it will have a hotel that is eighteen stories tall. There will also be a room for meeting spaces. As well as an indoor water park. The project will cost $630 million.
Schenectady County will be location for the $300 million Rivers Casino & Resort at Mohawk Harbor. It will be built on a former riverfront site located in Schenectady. The casino will operate over 1,000 slot machines. There will also be a high-end steakhouse and a hotel.
Churchill Downs was not selected for a license. In May the company joined with Saratoga Casino and Raceway. The partnership bid would turn the race track into a $300 million casino resort.

ALBANY - Monday will likely serve as an early Christmas present for three upstate casino developers.

The state Gaming Commission announced that it would vote Monday on whether to issue licenses to the proposed casinos in Schenectady; Thompson, Sullivan County; and Tyre, Seneca County.

The vote comes a year after the state Gaming Facility Location board selected the three projects from 16 developers who were looking to build up to four casinos outside the New York City area.

“We are looking forward to the Gaming Commission’s meeting on Monday,” Steven Greenberg, spokesman for the Tyre casino, called Lago, said in a statement. “We are excited at the opportunity to obtain a casino license so we can build and operate the best resort and casino in upstate New York and begin to bring good jobs and increased tourism to the Finger Lakes region.”

The Gaming Commission has been reviewing the licenses and vowed to have the review complete by year’s end.

In the meantime, the Facility Location Board approved a fourth casino license in October for Tioga Downs in the Southern Tier, but that review by the full commission is not complete and won’t be voted on Monday.

The new casinos come after the state Legislature in 2013 approved up to four casinos to be built in upstate New York as a way to spur economic development. Voters in 2013 agreed to a change in the state Constitution to allow for seven privately owned casinos in New York, but the three remaining ones won’t be awarded until at least seven years from now.

The bidding for the upstate casinos was a high-stakes battle, and the location board rejected six proposals from Orange County, raising concerns about its proximity to New York City when the casinos are meant to boost areas upstate.

So the board picked the Montreign casino in the struggling Catskills, and the developers are promising a $1 billion casino and resort at the former Concord Hotel. The Schenectady casino will be in the downtown area, while the Tyre casino would be just off the state Thruway at Exit 41 on the northern tip of the Finger Lakes.

New Jersey Casino License

For the Catskills, a casino would be the culmination of decades of lobbying for a resort with gambling for the once-booming tourist destination for New York City-area residents.

“As someone who started thinking about casinos in the Catskills when my son was in diapers (he is now 22), I’m pleased that the New York State Gaming Commission has scheduled this meeting. It’s very exciting,” said Charlie Degliomini, executive vice president of Empire Resorts, which is building the casino.

The pick of the Lago casino, owned by Rochester-area mall magnate Thomas Wilmot, has drawn the most criticism of the three projects.

The board spurned the Southern Tier by picking the Lago casino, but at the request of Gov. Andrew Cuomo, the board reopened the bidding for the fourth casino in the Southern Tier — and Tioga Downs won as the only bidder.

There has been opposition to the project from some residents aided by the Oneida Indian Nation, who run the Turning Stone Casino near Syracuse, and Finger Lakes Gaming & Racetrack, which is about 30 miles to the west.

The Oneidas and Finger Lakes have opposed Lago, saying it will take away customers from their casinos. Some residents have raised environmental concerns about the project, and they are battling it out in the courts.
